Turkey: The Qandil and Syria Campaigns: Implications for Turkish-Russian Relations

On 5 October two Turkish jets intercepted a Russian jet as it crossed into Turkish airspace after bombing Idlib in Syria. What was more interesting however, is the timing of the airspace violation: the two Turkish jets were returning to base after bombarding PKK positions in the Qandil area. Russia’s aerial targeting patterns since its entry into active operations in Syria reveal that Moscow prioritizes relieving Latakia and Tartus first by targeting rebel groups that Ankara has tried to tout as “moderate.” By concentrating fire on Ghab Plain, Khirbet Has, Jisr al-Shughour and Darat-Izza, Russian planes are effectively bombarding rebel territory adjoining Turkey’s Hatay province.
