Turkey: Tahir Elci’s Death: Implications for the Kurdish Peace Process

On 28 November Tahir Elci, a prominent Kurdish lawyer and activist and the chairman of the Diyarbakir Bar Association, was killed in a shootout in Diyarbakir between plainclothes policemen and unidentified gunmen. The shootout occurred soon after Elci finished making a press statement in which he called on Ankara to cease military operations in civilian areas in Kurdish provinces. Security camera footage showed two plainclothes police officers protecting the area approaching a taxi to ask its passengers for identification, with a sudden burst of gunfire from the vehicle killing the two policemen and the two gunmen exiting the taxi into the street.
