Turkey: The Gulen Factor in Ankara’s Foreign Relations

Followers of the cleric Fethullah Gulen have long mastered the art of networking and keeping a low profile. These tools were necessary for Gulenists to infiltrate the Turkish state since the late 1960s and assume key positions in the military, police, judiciary and bureaucracy – a process that culminated with their alleged role in the failed 15 July coup last year. Yet their quest for power in Turkey went hand in hand with their capacity building, networks and relevance globally. From the Americas to Africa to Central Asia, Gulenists have networked well around the world.
