Turkey: Assessing Turkey’s Internal Security Risks

In the 1990s, Turkey was embroiled in a de facto civil war, with the full spectrum of Turkish military and intelligence capabilities deployed across the “emergency rule districts” of Bingol, Diyarbakir, Elazig, Hakkari, Mardin, Siirt, Tunceli, Van, Adiyaman, Bitlis, Mus, Batman and Sirnak, the PKK’s most active areas. These provinces were ruled through a separate law, the Law on Emergency District Governorships, as the constitution could not be upheld in these regions.
