South Africa: Final Technical Regulations Due for Release

On 7 May Minister of Mineral Resources Ngoako Ramatlhodi indicated that the Technical Regulations on Petroleum Exploration and Exploitation had been finalized while speaking to the media with Deputy Minister Godfrey Olifant and Department of Mineral Resources (DMR) Director General Thibedi Ramontja. The three officials were addressing the press that day ahead of the DMR’s budget vote in the National Assembly. Ramontja suggested that the Technical Regulations could be published in the Government Gazette within a month, but further delays can be expected. The regulations, often referred to the press as the “shale regulations” since they include clauses on the use of hydraulic fracturing, are equally relevant for offshore activity.
