Russia: Sechin Makes Demands Ahead of Presidential Commission Meeting

Letters from Rosneft President Igor Sechin to Putin leaked this week contain new demands for state aid. In a July letter to Putin leaked on 4 August, Sechin requested political support for the Zvezda shipyard in Vladivostok, part of the Far Eastern Shipbuilding and Repair Consortium (known by its Russian acronym, DCSS). In a second letter published on 5 August, Sechin demanded new fiscal breaks for the refining sector. Both letters demonstrate that Sechin is laying out his demands to Putin ahead of the upcoming presidential oil and gas strategy commission meeting that will take place in October.
