Russia: Pipeline Deja Vu: Gazprom’s Western Route Agreement with CNPC

On 8 May Gazprom CEO Aleksei Miller and CNPC Vice President Wang Dongjin signed an agreement for up to 30 bcma of gas to be supplied along the Altai pipeline. The document was one of a range of agreements executed during President Xi Jinping’s visit to Moscow for Russia’s Victory Day celebrations. As Horizon expected, the document falls far short of a binding contract. Miller’s description of the agreement given to Russian media reflected an almost desperate desire to prove its seriousness.
