Russia: Novak’s Fictional Oil Production Cut

On 30 November Energy Minister Alexander Novak suggested that Russia will cut its oil output by 300,000 bpd in the first half of 2017 as part of its deal with OPEC. On 1 December Novak reported that all Russian companies support the agreement and that each of them will cut its output in the same proportion.
