Russia: Clash of the Security Services: Energy Sector Impact

The rivalry between the FSB, the KGB’s chief successor, and the FSO, which is tasked with the security of President Vladimir Putin and top government officials, goes back many years. The balance tipped in April 2016, when Putin created the National Guard, rebranding Interior Ministry (MVD) troops and bringing them under control of his former bodyguard, Gen. Victor Zolotov. Importantly, the new National Guard received the mandate not only to confront public protests but also to carry out investigations, thus pitting it directly against a range of other agencies, most notably the FSB and the MVD, which have the same authority.
