Russia: Beyond Moscow’s Power: Transneft Battles Over Makhachkala Port

On 9 June Transneft issued an unusual press release warning of a potential halt to oil transit through the Caspian port of Makhachkala due to “criminal threats.” According to the release, substantial amounts of oil transiting Dagestan are being stolen while the local administration has turned a blind eye. As a result, companies such as LUKoil have sought to use other routes to evacuate their Caspian oil, increasingly relying on the Baku-Tbilisi-Ceyhan pipeline.
