Senegal: Decision-Makers, Opportunities and Outlook for Energy Investors

Senegal stands apart in sub-Saharan Africa as a functioning democracy, characterized by respect for the rule of law, moderate and tolerant Islam and a relatively educated and cosmopolitan population. Nonetheless, the country has a long way to go to realize President Macky Sall’s vision of achieving emergent economy status by 2035.
 
The country suffers from weak institutions, constrained infrastructure and a somewhat difficult business environment.  Furthermore, Senegal is surrounded by countries with fragile governments. The country is nearly bisected by The Gambia, where the electoral defeat and subsequent ouster of President Yahya Jammeh has eliminated a local troublemaker but also introduced political uncertainty.
