In a pragmatic political maneuver, on 7 December Esperanca Bias, the minister of mineral resources , vowed to end contract secrecy and publish all mineral and hydrocarbon contracts signed before 2011. The announcement comes on the heels of two reports published by the Center for Public Integrity (CIP) that separately accused the country’s leadership of colluding with Sasol and Kenmare Resources, an Irish mineral company, in secret contract deals.
Both companies have disputed the CIP’s reports. Kenmare went as far as to claim the report was deceitful and purposefully misleading, but did not contest any of the specific tax revenue numbers reported in the document. The Kenmore report was co-published by the CIP and the European Network on Debt and Development (ERUODAD), while the report on Sasol was solely published by the CIP….
