Mozambique: 2016 Security Outlook: Deteriorating Frelimo-Renamo Relations

Last week the Frelimo parliamentary majority rejected the Renamo constitutional amendment proposal to enable the party to appoint provincial governors in the provinces where it won majorities in the October 2014 elections. Since the elections Renamo has argued that it should be allowed to govern those provinces in the name of decentralization and democracy, and sponsored two proposals for constitutional amendments in order to create the legal framework for this to occur.
