Libya: Zintan’s Pipeline Bargaining Chip

Over the past week, Libyan media have widely speculated about the imminent reopening of the Al-Ryayna pipeline, which connects the southwestern El Sharara oil field to the port of Zawiya west of Tripoli. Reopening the pipeline, which has been blockaded by Zintani militiamen since late 2014, would help to boost production from less than 400,000 bpd currently to an estimated 700,000 bpd. Mustafa Sanalla and other NOC officials in Tripoli have painstakingly attempted to negotiate with Zintani elders to lift the blockade.
