Libya: Uncertainty over Eastern Ports Reopening

The tone of a Citigroup memo on Libya this week, which dismissed the latest announcement from the Tripoli-based NOC as “another headfake,” captured much of the frustration felt by stakeholders in the Libyan oil sector. In recent months, there have been several public statements from the NOC in Tripoli, its rival in eastern Libya and PFG commander Ibrahim Jadhran that bear little connection to realities on the ground. Public claims that the eastern oil ports will reopen imminently and that production will increase have been made and then reneged on.
