Libya: The Tripoli Militia Threat to the Presidency Council

After the House of Representatives (HoR) voted to reject the cabinet put forward by Government of National Accord (GNA) head Faiz Serraj on 22 August, the Presidency Council is shakier than ever before. A distinct note of pessimism has crept into conversations about how long the council can survive in its current form. At a UN-organized conference on national reconciliation in Tunis this week, Presidency Council deputy head Musa al-Koni raised eyebrows when he spoke frankly of the challenges and frustrations facing the body in the presence of UN envoy Martin Kobler.
