Libya: Could Oil Revenue-Sharing by Region Work?

While the UN has spent the last two years trying to mediate between Libya’s squabbling factions to reach some sort of unifying political arrangement, some Libyans believe it may be more effective to hammer out a grand bargain anchored in an oil revenue-sharing agreement. Though the different sides have claimed certain narratives – Khalifa Haftar has used his so-called war on terrorism as a pretext for his strongman pretensions, for instance, while his political opponents claim to be fighting a counterrevolution – the struggle over control of Libya’s oil wealth is at the root of the political crisis that erupted in 2014.
