Libya: NOC Reunification: Issues and Options

On 2 July the two opposing chairmen of the NOC, Mustafa Sanalla and Nagi Elmagrabi, declared they were putting their almost two-year-old rivalry aside after agreeing to work as one entity in order to raise abysmal production levels, a key element of Libya’s economic crisis. Similarly to what happened when a previous deal was made in Vienna earlier this year, Horizon contacts reported early on that a considerable trust deficit remains between the two administrations, despite their agreement.
