Libya: Leadership Change in Eastern NOC Unlikely to Strengthen Thinni’s Hold on the Energy Sector

Reports last week indicated that Nagi Elmagrabi is positioned to replace Mabrouk Buseif as the head of the eastern NOC, the parallel oil company established by the internationally recognized Thinni government. Though a Thinni government spokesman noted that the appointment was not confirmed and was still a “plan,” Elmagrabi described himself as the new head of the eastern NOC in an interview this week and claimed that his priorities include lifting force majeure in Sidra and Ras Lanuf.
