Libya: HoR Rejects GNA Cabinet

On 22 August, after a six-month delay and multiple failed attempts at meeting and then reaching quorum, the Tobruk-based HoR finally voted on the Presidency Council-proposed GNA cabinet. Of the quorum of 101 members, 61 voted no confidence, 39 abstained and one voted in favor of the cabinet. In a statement the following day recognizing the HoR vote, the Presidency Council implicitly accepted the HoR’s recommendation to put forward a new cabinet within 10 days. Horizon contacts claimed the cabinet was rejected because influential figures in eastern Libya interested in taking key ministries for themselves or their allies, including the Ministries of Defense, Interior and Foreign Affairs, had exerted pressure on the MPs to vote against it.
