Libya: Egypt’s Security Services Take Charge of Libya Policy

For as long as Libya’s civil war has rumbled on since the summer of 2014, Western diplomats have viewed Cairo’s stance as being divided between the Foreign Ministry and the security apparatus. Egyptian diplomats who attended the UN-brokered dialogue process were publicly and privately supportive of the idea of forming a unity government to overcome Libya’s divisions between two rival governments. The Egyptian government’s statements echoed this, emphasizing the importance of a political deal to end the paralysis and act as a first step toward tackling ISIL’s growing presence in Libya.
