Kazakhstan: Nazarbayev’s Balancing Act: Constitutional Changes and the Banking and Energy Sectors

On 6 March the Mazhilis adopted 26 amendments to the Kazakh Constitution, swiftly finalizing the changes that President Nursultan Nazarbayev had initiated at the end of last year. Nazarbayev decided not to hold a referendum on the transfer of his power, and instead passed the constitutional amendments quickly through parliament. Despite the publicity surrounding the potential transfer of power, the changes as enacted were in line with Horizon’s earlier analysis (see our 26 January Latest Analysis).
