Kazakhstan: Nazarbayev Appoints New Energy Minister

On 25 March President Nursultan Nazarbayev waited for the newly elected Mazhilis to rubber-stamp its confidence vote in Prime Minister Karim Massimov’s government, a formal procedure at the start of each new parliament, before he announced a change at the Ministry of Energy. Vladimir Shkolnik, who had headed the expanded ministry since 2014, was replaced by the former akim of the Pavlodar region, Kanat Bozumbayev. Nazarbayev thanked Shkolnik for his service, but it is clear that Shkolnik’s expertise in trade and nuclear issues is no longer the most pressing energy issue for Nazarbayev’s administration.
