Kazakhstan: Massimov’s Move to the KNB: Leading Role in the Succession

A reshuffle of the Kazakh government started late on 7 September, when in an unexpected move President Nursultan Nazarbayev dismissed not only the whole government, but Prime Minister Karim Massimov and appointed him as the head of KNB. The next day the Senate, as obligated by the constitution, confirmed the procedure through a rushed vote. Many Western and regional experts have suggested that this is a demotion for Massimov, and that the next prime ministerial appointee may be a true successor to Nazarbayev. In our view, the first statement is false and the second is overly simplistic.
