Iraq: KRG Factions Play Political Hardball

The issue of the KRG executive presidency has long been the elephant in the room in Iraqi Kurdish politics. In 2005 the KRG parliament passed a presidency law that stipulated a two-term limit for the president. After serving two four-year terms, President Massoud Barzani was technically ineligible to run again when presidential elections came around in January 2013. Parliament issued a decree to defer the issue of the presidency for two years to avoid the political fiasco of presidential, provincial and parliamentary elections within a single three-month period.
